Recipe for Instant Pudding Biscuits:
3 1/2 cups flour
4 teaspoons baking powder
250 grams butter
Half cup sugar
Half teaspoon salt
2 eggs
1 packet of instant pudding - any flavour you like

Cream butter & sugar. Add eggs one at a time. Beat well. Stir in instant pudding powder. Sift rest of dry ingredients together and add gradually to mixture. Once mixed, roll out on to a floured board and use your cookie cutters to cut into shapes.

Bake at 190 - 200oC (375o-400oF) for approx 10 - 15mins.

Let biscuits cool & then you can decorate them with some water icing (cup of icing sugar and 1 - 2teaspoons of water - dont make it to watery) then add your toppings.
You can get some fun and reasonably priced cookie cutters at the plastic shops.
Why not spice up your toppings with a bit of popping candy!!
